In a new report, Advancement Project sounds the alarm on photo ID proposals pending in states across the nation that could disenfranchise millions of voters in the 2012 elections and beyond. In a reactionary trend that is part of the largest legislative effort to scale back voting rights in a century, nearly two-thirds of the states are considering repressive photo identification requirements for voting. The ACLU of Florida, Advancement Project, and the Florida State Conference of the NAACP released a report today on their study of the ongoing harmful impacts of Florida schools’ “zero-tolerance” policies. The study, entitled “Still Haven’t Shut Off the School-to-Prison Pipeline: Evaluating the Impact of Florida’s New Zero-Tolerance Law,” shows that although the state took a significant step forward by amending its harsh zero-tolerance law in 2009, meaningful reform has still not reached most of the schools – and students – across the state.

Advancement Project, together with Youth United for Change, a Philadelphia-based youth organization, released Zero Tolerance in Philadelphia: Denying Educational Opportunities and Creating a Pathway to Prison, which criticizes zero tolerance in Philadelphia schools as a failed policy that makes city schools less safe, criminalizes or pushes out of school tens of thousands of students every year, and creates a School-to-Prison Pipeline.

When the General Assembly next convenes in early 2011, Virginia legislators must enact four sensible reforms promoting equality and justice in voting. First, Virginia must institute early or no-excuse in-person absentee voting, which expands the opportunity to vote in a cost-effective manner. Second, the state must establish uniform, mandatory, minimum standards (in proportion to population) to ensure that all local election officials provide an appropriate number of voting machines, poll workers, and equipment in all polling places.

These publications are intended to distill complex election law for lawyers, advocates, voter registration campaigns, and “Get Out the Vote” campaigns. They combine state election law with state regulations, rules, attorney general opinions and other election materials to provide a comprehensive interpretation of the law and practices that impact elections.
